san francisco but hardly as dense. so my concerns as a resident in the octavia plan boundaries are the preservation of open space, development of greater community gardening opportunities for low to moderate to affordable income residents, the keeping of upper market street at least as a sunshine corridor so that the building, the new growth and developments occurring along the market street corridor don't overshadow the upper market street. i have been quite concerned with two years ago there was a lot of holes in the ground, to put it plainry, walking up and down market street and throughout the market-octavia corridor and boundaries, most of those holes have been virtually plugged up. there is not much vacant land level for development. this has occurred in the last 24 months, it's very easy to see, the disappearing vacant land. in any event i would like to also, i am also very interested in pedestrian safety, developing pedestrian amenities along market street, increasing -- decreasing vehicular traffic and increasing bicycling opportunities and i'm also very interested in gene

for the market-octavia citizens advisory committee. while we have many qualified applicants we want to be sure there is one member who can represent the point of view of low income residents. >> from the perspective of being a low income representative. there's a declining number of low income residents within the boundaries of the market-octavia plan. as housing costs go up, a number of residents that are in there that are living in the sro's within the boundaries are living in supportive housing units that are operated by the city, its hsa or directed supportive housing. there are many more of course in the tenderloin. what i would like to do is possibly have the city take a look at mass leasing an entire number of sro's that are currently within the boundaries and working those within supportive housing boundaries where we can remove or have homeless people removed from the street and entered into some type of supportive service environment, perhaps where people can actually re-enter the work force, but what other issues, i would have to say disabled access, disability access for

market-octavia citizen's advicery committee. i just want to say a couple of things. i was one of the members had brought up concerns about insuring that we had a low income perspective in the market-octavia citizens advisory committee. i want to really appreciate mr. wolff for really spending the additional time to do some work and some research around some of the issues that impact our lower income communities and appreciate the time you spent with me to sit down and talk about some of these issues and i think they are much more fleshed out and i understand your perspective a lot better. do you really think that your work is focused around small business development and i think that perspective is incredibly important for this plan, but i think in terms of what the seat is being called for, i think that mr. steen more strongly represents that perspective that i would like to see as a low income sro tenant that lives in the octavia-market plan. the market-octavia plan also includes district 6 as well as district 5 and we don't have any member in district 6 in the cac i know that mr.

standpoint and involved with market octavia and from a reference point and how this western soma differs so there is a lot of good things that came out of this and from a process stand point i think it's a fine attempt to do process at a level never attempted before in san francisco, and i will say to one previous speaker i don't think any area plan process has been swiftd. eastern neighborhoods was something in the order of seven, eight years. market octavia was nine years so western soma is on average and they're long and boring processes. a couple thoughts on the history. i think it's important to know that western soma and planning for soma in general wasn't simply about creating more growth. it came out of the mid-90's to the 2000 and instability created through the market cycle in terms of impact on small businesses as well as existing resident populations and we had a variety of displacement and turmoil and recognized that the controls were antiquated and not having a clear path way and depending whether you're a resident or service provider you will have different perspec

low income seat for the market-octavia cac does not provide otherwise. so i think for the sake of consistency we should be applying that standard. i will also note that this seat was held for a number of years by peter cohen, who by his own statement before this committee almost a year ago is not low income. and mr. cohen held the seat for quite some time and when he was not reappointed by the board of supervisors earlier this year 5 members of the board, two of whom are sitting here in this committee today, voted to reappoint him and i don't recall this issue being brought up. so i'm surprised it hear it being brought up today from someone who under san francisco's own definition of low income undisputiblely qualifies as low income. so i do support mr. wolff and colleagues i ask for your support. >> thank you, supervisor wiener. supervisor farrell. >> to both candidates, thank you very much for coming forward. much appreciated. will looks like we'll have a split here. i associate myself with some of supervisor wiener's comments. you know, to me this is a seat where it's a low inc

to have a resident in the market-octavia plan that is low income that understands the population, knows the population because they are their neighbors. so i think that is certainly important. i think that actually either of you will be great on the cac no matter what happens at the full board i will support either of you. i do feel more comfortable moving ford with mr. steen as our recommendation to the full board but if it is the case the full board goes with mr. wolff, i will certainly support you to the full board as well. i want to comment quickly on the lgbt center. i agree it's at the heart of the plan but when we created the cac last december and we had 9 seats up, that issue did not come up that we needed to have someone from the lgbt center. i wish i had the opportunity to support the lgbt center last year when we had 9 open seats because that certainly was the case. i will move forward with this motion. can we take roll call on this motion, madam clerk. >> supervisor farrell. >> no. >> supervisor avalos. >> aye. >> supervisor kim. >> aye. >> kim aye, two ayes, one no.

octavia to the 101 that it was important we not increase congestion. i know appellants have stated this project will somehow increase congestion in the neighborhood but our detailed thorough analyze plainly states it won't. we are minimally affecting the road capacity by just removing a travel lane for two hours of the day. currently there's a fourth lane on two blocks of oak street for two hours of the day. and that is what we're planning on replacing with parking. we're also adding back -- sorry, we're also adding turning lanes on the street where they don't currently sphift s exist so that will facilitate turns. i think they try to make a common sense argument that, by removing parking or making any change to the street it's going to increase traffic congestion and it simply won't. also, a claim this they made was that the project will inhibit driveway access or inhibit access for people who need to get dropped off at their homes. again it simply won't. we have worked carefully with stakeholders from the pedestrian safety community, from the bicycle safety community, from the disabil

octavia and we looked at eastern neighborhoods. we're trying to create some degree of consistency across how the code treats some general principles and i just think that to the extent that that was done in eastern neighborhoods or in other plan areas, i think it's u.n. reasonable to see how we might do this in this plan area. if there is a strong compelling reason not to to understand what those compelling arguments are, and how it impacts people because, again, i think there's a reasonable expectation that what happened in the process of eastern neighborhoods would then carry over to the new process. and, so, i think that's what we need to kind of figure out and work on. and then the same thing you're talking about with grandfathering, i don't know how many other projects fit the same parameters of the 11th street. maybe they're the only one. but if you can pull that information for us because i think it would be useful. then you could have a more intelligent conversation about do we want to make a special exemption for this one project or is it an issue we need to deal with, yo
